Sagging bumper - any ideas?

Title pretty much says it all. I can't see where it has any damage to it, and I've crawled under it to look at the attachment points - only problem is that it doesn't look like there's much up/down adjustment there where it bolts together. Has anyone else had this problem, and if so is there a way to fix it without going to a body shop? Seems like a straight forward fix if I can determine how and where to adjust it.
 
What exactly do you mean sagging? Does it sag in the rear or the front (I cant tell from the pic) If its back by the fender's thats sagging, loosen the bolts, push the bumper up to where it suits you, and retighten them.
 
The front bumper has gradually started to sag, about an inch on one side and about an inch and a half on the other. I loosened the bolts connecting the bumper to the frame but there was no play or free room to lift the bumper up any. The odd part is that there doesn't seem to be anything bent, at least none that can be seen with the bumper on. Possibly there are more bolts that I didn't see. I'll try again tomorrow when I have plenty of light. It has to be a simple fix if I can just find the right adjustment points.
 
Try loosening the mounting bracket itself, not the bumper bolts. You may have to take the whole bumper off but it should do the trick
 
Ok, so I have decided that the bumper was stepped on or stood on at some point - only way I can explain it. I checked all the bolts that attach it to the frame and there is no play for adjustment there, so the bumper has to be bent downward. On my next day off i'm going to take the bumper off to get a better look at things. I loosened all the bolts and there isn't more than acentimeter or two of slack, at most - so it's gotta be bent.
