Ranger wont start

I have a 1995 Ford Ranger XLT 4.0 ltr with 6 cyl and 4 spd manual trsns.

Just bought it over weekend.

Tried to start today and got nothing.

Turn key in ignition, I get 4 loud beeps coming off passenger side.

Turn key to on position, i get nothing - radio blanks out

Has new starter, solenoid, relay

Nothing turns over

Does the engine crank? If not, I would try to by pass the "clutch pedal" switch and see if it turn over. Noticed the starter relay and solenoid are replaced, make sure the wires are connect to the original position..
