It has a hex bolt on it I have a puller that is threaded, I can’t get the hex bolt offIsn't that pulley pressed on?
You'll need a pulley puller, plain and simple.
DO NOT APPLY HEAT.
If you're using a puller and its being stubborn, you can shock it by rapping on the end of the bolt used to pull the pulley....hopefully you have enough room to do that.

...and remember, "lefty loosey, righty tighty"...unless, of course, its left handed thread. You mean a nut? I've never heard of a PS pump with the pulley held on by a bolt.
Anyway, whichever, can you get a rattle gun down there? That + 100 psi air pressure would be the easy solution.
Otherwise, wrap the belt around the pulley and hold onto the excess, then use the longest breaker bar you can get your hand on. I have a Snap-On one that's about 2.5-3 feet long.
Works like a champ, but can be cumbersome to position. Might go easier if you had a friend to help you.
I got it off it looked like it had a hex bolt but it was part of the shaft. Now I can’t get system working I had allot of air bubbles come out but now I start engine and steering wheel takes off and then locks up humming the fluid level raises up some as I turn wheel with engine off and wheels off groundYou mean a nut?
