On you 02 rangers do you all have a problem with having gas pumps stop filling up by themselves when filling?
I think the way they designed the truck; it splashes gas back up on the nozzle and it shuts off thinking its full.

By rights, a tank is only supposed to fill to 95% capacity.
The remaining 5% is supposed to be there for expansion and fumes dispersal.
The problem is, regardless of make, some models list their tank capacity based on its physical size (i.e., "calculated capacity") while others account of the 95% rule and only list that as the tank's capacity.
So your tank may have a total capacity of 17.1 gallons, but you're only suppose to fill it to no more than 16.245 gallons (which some might report in their specs list by rounding off to a straight 16 gallons).

….so what does all this mean?...

If the problem you're having is you're falling short of the tank's capacity, as you know it, by a gallon or so, that is probably why.
If you're not able to put at least 16 gallons in the tank, then you may have other problems, like maybe a kink in the vent line.
