So how do I proceed..... Woudl the engine turn if this cam piece went out. Now I have the intake and heads off and the engine still will not turn I do not have the timing cover off the water pump is still on the block

oil and coolant levels good not mixed either going down highway heard a sound like a belt screech and it died

1998 Ranger 3.0 L 4WD engine locked up removed plugs and serpentine belt and could not turn at crank What do I check next ??????
