I saw that a while back & I was actually considering making something similar.
I don't see the practical use for one that size & weight, but I've been thinking of doing something powered from a lawnmower battery on a carry handle with a coil cable up to a handheld spotlight with a mount or base of some sort.
I'll probably start small with a couple hundred led's powered by some 18650 rechargeable batteries.
