ECT Error code and temp gauge

    I have a 97 Ranger 4.0. It starts and runs fine, but after it warms up and I shut it off, I have to jam the accelerator to get it to start again. This what I know and how I know it.

    I am using an OBD II scanner and get a P0118 code- Engine Coolant Temp circuit high
    The reading for the ECT is -40 degrees and it never changes.
    The dashboard temp gauge always reads at the extreme bottom as if it were stone cold.
    A measurement at the ECT sensor shows resistance going up as the engine temp goes down.
    Voltage measurement at the PCM pin for the ECT was 4.5VDC. I can't remember if this was a warm or cold engine.
    The upper radiator hose definitely gets hot, so I am assuming the thermostat and water pump are working.

    I really don't know what else to check, which is why I am on here.

    Any help???
