Theres a hose coming out of the block on the right side right next to the oil filter its not connected to anyrhing and its blowing oil out of it when running ..what is this anf why is it blowing oil? Please help!!!

I have a 89 ranger with a 2.3 it runs great but theres a hose that come off the right side of the block near the oil filter and it leads to nothing and blows out some oil when running. If you know what it is please let me know need help!!
