Not sure what it is. These two other things might be related to it.
Replaced the starter a while back. Starter still will crank but not start the car on occasion.
Idle high in neutral, then stumble, back to high idle, repeat until put into gear with no throttle and then returned to neutral.
    Thanks for your help!

I had a random occurrence where I could hear the solenoid click, but the starter would not engage. I, too, had a relatively new starter, so I was fairly sure that it wasn't the starter. Repeated attempts to start the truck would eventually succeed, so I deduce that it was a bad connection inside the relay. I replaced the replay and the problem was solved. It has started every time since I put the new solenoid in. Also, there isn't an easier thing to do, if you have a fender mounted solenoid.

It is a year later and I have still had no problems with the starting of the vehicle.

Your second problem I think is called loping or hunting, and I believe it means you need to clean or replace the iac. My '93 manual loves to do that at stop lights and sitting at home. I have yet to find out if replacing the iac fixes it, but it's the only component that controls off throttle engine rpm.

if the starter does not turn over the engine - every time, check the battery voltage, (clean the battery posts [or battery conectors] and start searching there. next check the ignition switch. vin
