You can pressure test the radiator and it should tell you if the radiator is clogged. Also, is the check engine light on? It could be an electrical gremlin

I'm also considering going the turbo route with my 89 ranger. I'm looking to make about 300hp at the flywheel. I want to keep my 2.3 and have been told that some of the rotating assembly will have to be upgraded. I was just wondering what all would need an upgrade. If anyone has any tips...

I believe it was OFF-ROAD magazine that had an article about this. If I'm not mistaken you can find some information at autofab.com That's the company that did the swap, and they actually have the kit for sale. You can probably get some pointers and you can feel free to ask them questions...
