Yeah you’re right. There’s some centrifugal clutch mechanism that disengages after a certain RPM. The fan is indeed always on, but stays at a lower rpm. Thx!
This is just a mechanical fan attached to the pulley and driven by the serpentine belt. Not electric. I don’t think it has any type of clutch though because it is always running.
