If you are asking if you can take the pump off and run the truck without it, you can do that just make sure you plug the holes that the hoses ran into with a threaded plug. Your safest bet would be to find a Manual steering box and swap it in, as it is designed to run without power steering fluid.

If you want to turbo the 2.3, you are alot better off finding a 2.3 Turbo out of a Merkur, SVO, or T-Bird. The blocks where designed for the turbo application, so they are thicker and already have forged pistons. The best thing you could do for the 2.3 is the head, port and polish the intake...

The 2.0 is just a de-stroked version of the 2.3. Yes your tranny will bolt up.

A cheaper alternative is using a header off of a newer ranger. It has the O2 sensor bung and it bolts right in like the factory exhaust. Here is one on Ebay...
